Hi Luis, Most of these classes are still available in v201109, see http://code.google.com/apis/adwords/docs/reference/latest/TargetingIdeaService.html for details. One major change is that CountryTarget and other location-specific targets have changed, now there's a single class called Location. See http://code.google.com/p/google-api-adwords-php/source/browse/trunk/examples/v201109/GetTrafficEstimates.php for an example of how this class is used.
I recommend taking a look at the v201109 code examples with the client library. The same code examples are available for v201008 and v201109, that should give you a good idea about what you need to change when moving to the new API version.
