Hi, You are correct that impression counts do overlap when you segment by click type, and we document this behavior in the Notes column on the report types page:
http://code.google.com/apis/adwords/docs/appendix/reports.html#ad If both the URL and phone number shows for a given impression then it is counted towards both URL_CLICKS and CALLS, as both were possible. If you want to know the total number of impressions received discounting duplicates then you will need to remove the ClickType segmentation.
