Hi,

We have started using Campaign Criterion for location targeting along with 
the system codes published in the API documentation to determine what the 
criterion is and how to display it to the user. We have encountered a case 
where we received a criterion id that was not defined in the system codes, 
specifically criterion id: 1014091. A quick look in the AdWords user 
interface shows that this is the city of Orange California. 

Assuming our system code files are up to date, how should we deal with 
criterion ids that are not defined in the system codes? Is there a service 
that can give us the type of location (city | metro | province | country) 
as well as the locations that enclose it? Should this happen or should the 
codes always be complete?

A little more on Orange California. It turns out that 1014090 is also 
Orange California. Trying to target Orange using the web interface returns 
2 results for the city of Orange California. One with a reach of 79,000 and 
the other with a reach of 3,340,000. Something else that is odd is that in 
the locations that enclose Orange California, we can find the city of 
Orange California. How does a city enclose another city? Is it possible 
that 1014091 is not a valid city and that it should have never been 
returned from the API?
