A little update - when this bug occurs, there are a couple other fields which have repeatable behavior too.
- The criterion is of type Proximity - The GeoPoint is null - The radius is a non-null Double with a value of 0.0 - The radius distance units is null To repeat - for most requests the CampaignCriterionService seems to behave, but in some small percentage we see this bug.
