If you're building a tool that will be used by your customers then it's not for internal use anymore, so my guess is that you'll need to implement the entire RMF at: http://code.google.com/apis/adwords/docs/requirements.html -- basically you can't just provide keyword data to your clients, you need to let them manage their accounts as well.
