This is technically possible but I suggest to check our T&C before starting the implementation: http://code.google.com/apis/adwords/docs/terms.html As per accounts question, yes, the best way is to create one account per customer and link it under your MCC account. You can create accounts programmatically though. You will not need to create a user account - one MCC login will be enough. The API allows almost the same functionality as the user interface so yes, it is possible to create an internal portal to manage your campaigns. -Danial, AdWords API Team.
