You could write to [email protected] to get more details about 
the required details, but my understanding is that you don't need to 
provide a detailed design document if you haven't built your application. A 
technical overview that explains what kind of functionality your 
application provides to your end users and how your application interacts 
with the AdWords API to provide that functionality should be enough.

You could also refer to 
https://developers.google.com/adwords/api/docs/signupquestions for more 
details.
