The amount of free units is reset and re-calculated every month. Any remaining units at the end of the month are not transferred to the next month. If you are eligible for free units, the exact amount is calculated based on the last month's spend. As such it can vary from month to month. We recommend to check on the first day of every month via the UI or use InfoService to determine amount of units granted programmatically. -Danial, AdWords API Team.
