Hello Danial, I have similar issue with updating params. The error i'm getting is:
[message] => [AdParamError.INVALID_ADGROUP_CRITERION_SPECIFIED @ operations[0].operand; trigger:'AdGroupId = 4093596756, CriterionId = 2692493675'] CriterionId is not newly created.
