Yes, I'm sure.  The new Ad created goes to "waiting for approval".  You 
probably only did this before through the web interface which hides from 
you what actually happens behind the scenes.  The Ad that the web interface 
display as "waiting for approval" is not the Ad you just edited.  It's a 
new Ad.  Confusing, I know.  Google should have never showed the "Edit" 
button in the Ad screen.
