Hi Nick, The steps to signup for AdWords API are present here: https://developers.google.com/adwords/api/docs/signingup. You don't need to signup for API to use the sandbox though, you just need a google account. See details here: https://developers.google.com/adwords/api/docs/sandbox.
My recommendation is to start by picking a client library from https://developers.google.com/adwords/api/docs/clientlibraries, it has code examples for various supported API versions for most common tasks.
