Hi Mirror, On the rate sheet <https://developers.google.com/adwords/api/docs/ratesheet>, there is a Operations Cost<https://developers.google.com/adwords/api/docs/ratesheet#rates>Table, in the table there is a column named "Per-request cost". This column details any per-request costs attributed to the SOAP actions.
For example: *AdGroupCriterionService<https://developers.google.com/adwords/api/docs/reference/latest/AdGroupCriterionService> *... mutate (SET)3 per AdGroupCriterion<https://developers.google.com/adwords/api/docs/reference/latest/AdGroupCriterionService.AdGroupCriterion> -- There is no current cost listed to querying the mutate action on the AdGroupCriterion Service. However for the TargetIdeasService there is a 5 unit costs for each requests to the get action.
