I'm not from the RMF team or work for Google. But from a previous experience I had, I believe the OperatingSystemVersion the RMF is referring to is actually the platforms:
https://developers.google.com/**adwords/api/docs/appendix/plat**forms<https://developers.google.com/adwords/api/docs/appendix/platforms> and not the mobile platforms. It's confusing, I know. Please verify for yourself though.
