This is pretty much what I'm thinking ... or perhaps creating the campaign 
in a paused state, and only setting to Active once the targeting has 
been successfully performed.

Still, would be easier if it were possible to set all the necessary 
targeting on creation, which is the purpose of my question really - to see 
if I am missing something, and it is infact possible.
