I wasn't able to reproduce this issue but if it happens, it sounds like a bug. Can you please provide more details on how do you create these groups? Is it one or multiple requests? MJS? Also, can you please provide an example customer ID and campaign ID with two equally named groups? -Danial, AdWords API Team.
