Hi,

Looks like the review team sent you an email, but you didn't respond to the 
email, so the original application was rejected for being irresponsive. 
Please make sure you monitor emails sent to the contact email you provided 
when signing up for AdWords API. You can find this information in your API 
MCC, under My Account->AdWords API Center.
