I looked into it.
Actually this is the intended behavior. 

In the AdWords UI, the stats in the row for sitelink X show *all* clicks 
and *all* cost that happen whenever X was shown.  
That includes clicks that happened on the headline when X was shown, clicks 
that happened on other sitelinks that were shown when X was also shown, 
and clicks that happened on other ad extensions (e.g., a call extension) 
that were shown when X was also shown.  It also includes all of the cost 
that was accrued by all of those clicks.

For sitelink X, to see *just* clicks/cost/etc. for X, use "Segment > This 
Extensions vs. Other", and look at the "This extension" rows.  To see a 
breakdown by type of click (e.g., headline vs. sitelink), use "Segment > 
Click type".

As for placeholder feed item report in API, there is already ClickType 
which works the same way "Segment > Click type" works in the UI and 
there will be a new column not so long which works the same way "Segment > 
This Extensions vs. Other" works.
