I have some confusion on whether the terminology "Mobile Bid Adjustment" is the right one? Based upon the code example, you can set a bid adjustment for any device platform, so isn't it effectively just a device bid adjustment? And to confirm. You can have two different bid adjustments for the High End Mobile and Tablet device platforms simply by setting two separate Campaign Criterion, one for each platform ID (30001L and 30002L from https://developers.google.com/adwords/api/docs/appendix/platforms)?
