Hi, I'm using the code below to interact with the TargetingIdeaService from 
a developer account (client id 975-797-8136) and it's somehow returning 
different operation counts for similar consecutive calls.  I'm absolutely 
certain I'm only performing one get request on the service for each call, 
so I'm wondering if the inflated operation counts being returned in some 
cases can be disregarded and chalked up to sandbox issues on your end, and 
not reflective of the actual API usage on mine?  Below is the call log 
output as well since I'm assuming the RequestIds might be of some use to 
you on your end...
