Currently, I can use the AdWords website to view a Campaign, click Settings (tab), Devices, and then edit Device Bid adjustment.
When looking at https://developers.google.com/adwords/api/docs/reference/v201302/CampaignService.Campaign I do not see how I'd use the API to edit those Device Bid adjustments.
