Hi, Placeholder feed item report tells you the actual stats that were actually showed (Impressions) or clicked(clicks). So for the first question, yes, it shows the stats only visible to users.
For the second question, if you override the campaign level extension by the same extension at ad group level, it doesn't matter. It'll be eventually counted as the same extension.
