This happens in both my main MCC account and my MCC test account. The billing tab is missing. I can only reach it once when I apply for the APK developer key via the My Account->AdWords API Center. After it confirms the card, I can no longer find out how to access billing. Also, If for some reason I left the page without filling out the billing, I could never come back to fill in the billing (this happened with several other test accounts I tried to create). Can anyone clarify?
