Hi Doron, AdWords API access to the Video Campaigns is currently beta. That means it's not publicly available at the moment.
Please monitor the AdWords API Blog<http://googleadsdeveloper.blogspot.co.uk/search/label/adwords_api>to ensure you keep up to date about the latest API announcements, including features graduating from beta.
