When fetching URL_PERFORMANCE_REPORT, clicks and cost per domain match the Placements report in the UI. However, impressions do not, they are much lower in the API report than in the UI (usually around 50 %, but in some cases much less).

See for example "mail.google.com", which has 54971 impressions in the UI, but only 13 in the URL Performance Report (summing the seven rows with that domain). If I include cost and cliicks in the API report, those match with the UI. (There's only one campaign & adgroup for display network on that account.
