Access to MDS is provided by the *BudgetOrderService*<https://developers.google.com/adwords/api/docs/reference/v201309/BudgetOrderService>: you can retrieve existing account budgets and add new account budgets. Note that you must be whitelisted to use this service. Ask your Google representative.
