I must have misread "support" as "suppress". The documentation says this 
report does not *support* zero-impression rows.

The fact that it doesn't return any rows if I don't select Impressions is 
not as much of a problem given that the fact it doesn't support 
zero-impression rows means it's not useful for structural reports.
