When the account budget is managed by an MCC, you can. Use the BudgetOrderService to get all budgets for the account, and determine the active budget, and its start date. Then run an account performance report from the same start date until today, and ask for the cost. Subtract the cost from the active budget amount, and you've got the remaining budget.
Note that the account budget must be managed by an MCC. That same MCC (or its parent-MCC, or parent-parent-MCC etc.) must be whitelisted for using the BudgetOrderService.
