For reference to other people trying to figure this out, here is the solution go to the google api console => APIs & Auth => Push => Fill in the required (1st two) inputs. After this the refresh token page will be able to ask for permissions to access your account and provide you with the tokens.
Seriously, this sucks! We should get some error message at some point that those two fields must have valid values before we are allowed to proceed. Thank you for wasting half of my morning.
