It sounds like you are hitting the error at the token level.  I recommend 
going through the Rate Limit 
guide<https://developers.google.com/adwords/api/docs/guides/rate-limits>. 
 In particular, the section on Account scope vs. developer 
scope<https://developers.google.com/adwords/api/docs/guides/rate-limits#decomposing_rateexceedederror>will
 explain how to determine if the rate limit is at the token level.

The guide also contains several 
suggestions<https://developers.google.com/adwords/api/docs/guides/rate-limits#take_control>
 for 
addressing rate limit errors in your application.  Please take a look at 
the guide and post back if you still have questions.
