Hi, I do not believe you can actually set up MDS initially through the API. See here <https://support.google.com/adwords/answer/63031?hl=en> for instructions on how to get MDS in the first place.
Once that is set up, however, you should be able to create budgets using the BudgetOrderService<https://developers.google.com/adwords/api/docs/reference/v201402/BudgetOrderService> to use this feature.
