Hi Sinan, AdWords API test accounts use the same endpoint as the production accounts. So just use https://adwords.google.com/api/adwords/cm/v201402/CampaignService?wsdl. Also see https://developers.google.com/adwords/api/docs/test-accounts in case you haven't read this page already.
