I have two issues which seems to be connected

1) Setting up billing info gives error

Whenever I go into my google adwords account (client Id: 908-448-9822) and 
proceed to update my billing I receive this error: 
"
We apologize for the inconvenience, but we are unable to process your 
request at this time. Our engineers have been notified of this problem and 
will work to resolve it. Please note that using your browser's back button 
in AdWords can increase the likelihood of errors. If you think this was the 
cause of your error, please try again without using the back button.
"

I called the billing support and they said that, while the error is being 
displayed, that the account was indeed being updated.  I can see that in my 
billing preferences that it appears everything is updated However, when I 
go to Billing Summary there is no primary payment method listed.  I've 
tried multiple times with multiple credit cards on multiple browsers and 
computers (each time deleting cookies / cache).  Every time I receive this 
error.

2) API gives error

When I run any API call (using my client id 908-448-9822 developer token 
against an MCC test account, with client-id of: 545-318-8079), I receive 
the error of: [QuotaCheckError.INCOMPLETE_SIGNUP @ ; trigger:''].  When I 
google this, it says that it is either a result of a denied token (which 
mine is pending) or that billing is not set up.  This leads me to believe 
that I need to get over the billing error in order to use the API.

When I called the billing support, they said to post here.  Unlike many 
other forums, I'm told that this is actively looked at so I just wanted to 
thank you for the help.
