Nour, It appears that the account you are attempting to link already has the maximum number of manager accounts (the limit is 5). You certainly can query children accounts from a MCC account assuming that the linkage is complete. In this case, it doesn't appear the linkage can be completed.
Developer token is a completely different concept though - if your developer token is approved, you can access accounts under the MCC that you are authorized for, or you can also access other AdWords accounts for which you have proper authorization.
