Hi, As far as I can tell, you can only create tag-based remarketing lists through the API. The AddAudience<https://github.com/googleads/googleads-php-lib/blob/master/examples/AdWords/v201402/Remarketing/AddAudience.php> example shows how to do this in PHP.
