Ophir, Are your accounts using budget order, or are you referring to just the budget<https://developers.google.com/adwords/api/docs/reference/v201402/BudgetService>itself? The BudgetOrder service is may not give you what you are looking for. To get alerts, you should use the AlertService. Our client libraries each has a GetAccountAlerts<https://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201402/accountmanagement/GetAccountAlerts.java>example.
