I'll check with the authors of AwReporting, but when using the AdWords API 
for what we call structure 
reports<https://developers.google.com/adwords/api/docs/guides/structure-reports>
 (reports 
without metrics) you would pass *includeZeroImpressions* of *true* in your 
request.

<reportDefinition 
xmlns:ns2="https://adwords.google.com/api/adwords/cm/v201402";>
  <ns2:selector>
    <ns2:fields>CampaignId</ns2:fields>
    <ns2:fields>CampaignName</ns2:fields>
  </ns2:selector>
  <ns2:reportName>Criteria performance report</ns2:reportName>
  <ns2:reportType>CAMPAIGN_PERFORMANCE_REPORT</ns2:reportType>
  <ns2:dateRangeType>YESTERDAY</ns2:dateRangeType>
  <ns2:downloadFormat>CSV</ns2:downloadFormat>
  <ns2:includeZeroImpressions>*true*</ns2:includeZeroImpressions>
</reportDefinition>

This can be set in the Java client library by calling 
setIncludeZeroImpressions(true) 
on your ReportDefinition. I'll look into if and how AwReporting supports 
this and get back to you.
