I have recently been experiencing the RateExceededError <rateName=BillingPerDay, rateKey=level1_plan, rateScope=DEVELOPER, retryAfterSeconds=86400>
I have upgraded to Standard access and received confirmation from the AdWords API & Third Party Compliance team but the error persists.
