If you already have a developer token (using the API), it is easy to pause any campaign with CampaignService <https://developers.google.com/adwords/api/docs/reference/v201402/CampaignService> . Otherwise, you may want to look into AdWords Scripts <https://developers.google.com/adwords/scripts/> instead. Signing up for the API and learning it can be an overkill for a one-time processing. -Danial, AdWords API Team.
