Eugene, I presume you've already read through the Test Account guide. For OAuth 2.0 authentication, please checkout the AdWords API OAuth 2.0 Authentication guide <https://developers.google.com/adwords/api/docs/guides/authentication>. Each client library also has its own configuration document as well.
To create a new application, you can use either the MCC account user, or the test MCC account user - it's really up to you. When you want to send request against the test account, you'll need to use the test account user to consent authorization, and use that refresh token in the configuration file. The client customer ID should be set to the account CID that you want to operate on *and* the user has access to.
