Hi Satyendra, The *latest.csv* file is a static file that we refresh periodically. If you find that some of the locations in that file are being rejected, you can always check their status using the LocationCriterionService <https://developers.google.com/adwords/api/docs/reference/v201406/LocationCriterionService> .
I'll look into whether we need to refresh the file as well.
