Hi Laura, You would do this by creating a negative campaign criterion where the criterion is of type ContentLabel <https://developers.google.com/adwords/api/docs/reference/v201406/CampaignCriterionService.ContentLabel>. However, video content rating categories are not available in the API at this time, so for now you would have to do this through the UI.
