Most objects within adwords aren't actually deleted, they are simply marked as such (if you choose "all groups" from the drop down you will see them). They don't get deleted so that you can retrieve the stats for them at a later date. Unfortunately the new version of the api doesn't allow you to "resurrect" a removed item so you'll need to rename them before deleting to ensure uniqueness.
