Hi, The INCOMPLETE_SIGNUP error is occurring because your developer token has not been approved (see the Common Errors guide <https://developers.google.com/adwords/api/docs/common-errors#QuotaCheckError> for details), so it cannot be used for API requests against production AdWords accounts.
