Hello Sergey, It is normal for Google to crawl the destination URLs of your ads. This helps to ensure that ads lead to useful landing pages and is part of determining the quality score <https://developers.google.com/adwords/api/docs/reference/v201409/AdGroupCriterionService.QualityInfo> for your ad and its criteria. If you want to prevent this, you will need to actually delete the offending criteria and ads.
