Hello,

The Account Performance Report does not support labels. Please see our Report 
Types guide 
<https://developers.google.com/adwords/api/docs/appendix/reports#account> 
for a complete list of columns this report supports.

This also makes sense, because labels cannot be applied to accounts 
specifically. Only fields which can have labels applied to them would make 
sense to have label-based options on their reports.
