Hi, Is this for the purpose of targeting those users? If so, I'd recommend checking out the remarketing section <https://support.google.com/adwords/answer/2453998?hl=en> of the AdWords Help Center. We also have a Remarketing Guide <https://developers.google.com/adwords/api/docs/guides/remarketing> that covers how to set up remarketing lists using the API.
