Hello,

To my knowledge, you can only specify a time zone at the customer 
<https://developers.google.com/adwords/api/docs/reference/v201409/CustomerService.Customer>
 
level, and everything within that customer will inherit the same time zone. 
This would mean that you can't have two campaigns running in separate time 
zones.
