Hi Dharma, You need to create appropriate ad schedules <https://developers.google.com/adwords/api/docs/reference/v201409/CampaignCriterionService.AdSchedule> in your account using CampaignCriterionService. I don't have a code example that shows how to create one, but https://github.com/googleads/googleads-dotnet-lib/blob/master/examples/AdWords/CSharp/v201409/Targeting/AddCampaignTargetingCriteria.cs#L66 shows how to use the service using C#.
The offset has to be calculated based on the timezone of your account. If your account timezone is in IST, then calculate what time it is in India when it is 9 AM in Japan.
