Hi Raja, At this time, the SHOPPING_PERFORMANCE_REPORT does not support zero impressions <https://developers.google.com/adwords/api/docs/guides/zero-impression-reports>. We're aware that users are interested in this, however.
I think that answers your second question as well -- the report will only give you products with impressions, not every product in your Merchant Center account.
