Для клиентов из РФ необходимо открыть кредитную линию и подписать T&C в письменном виде. Свяжитесь, пожалуйста, со службой поддержки AdWords для того чтобы подключить кредитную линию для вашего MCC. -Даниил, команда AdWords API.
